Mohammad Abed Anwar was born in 1372 in Herat. He completed his primary education at Amir Ali Sher Nowaisi High School in Herat and finished his secondary studies at Afghan-Turk High School, Herat. In 1394 he obtained his bachelor's degree in Civil Engineering from Herat University, and in 1400 he completed his master's degree in Project and Construction Management in the Islamic Republic of Iran. Since 1398 he has served as Director of Quality Enhancement at Ghalib University, Herat.

Job Responsibilities of the Director of Quality Enhancement
- Adherence to attendance and punctuality;
- Secretariat of the university Quality Assurance Committee;
- Knowledge of the accreditation process standards of the Quality Assurance Department of the Ministry of Higher Education;
- Cooperate in the self-assessment process and prepare the university self-assessment report;
- Monitor the self-assessment process and prepare the self-assessment reports of faculties and departments;
- Develop improvement plans based on university self-assessment results;
- Organize accreditation process documents in orderly university-level files;
- Collaborate with review teams during accreditation revision and academic certification maintenance;
- Inform university staff about accreditation guidelines and standards;
- Submit monthly, quarterly, and annual activity reports to the Deputy for Academic Affairs;
- Submit quarterly and annual reports of the university Quality Assurance Committee to the Deputy for Academic Affairs;
- Provide advice and cooperate in improving the university's academic and administrative affairs;
- Prepare the annual monitoring report of the university academic programs;
- Prepare periodic review reports of the university academic programs;
- Participate in capacity building programs at the university and beyond;
- Prepare the annual work plan;
- Maintain confidentiality of council, committee, and administration meetings;
- Establish working relations with the Quality Assurance and Accreditation Department of the Ministry of Higher Education;
- Perform other quality assurance and improvement tasks assigned by the Deputy for Academic Affairs.
